Renters’ Rights Bill Moves Closer to Becoming Law

On 8 September 2025, the Renters’ Rights Bill reached the Commons for its “Ping-Pong Stage,” when MPs reviewed and responded to amendments from the House of Lords. This was an important step forward, with Royal Assent now possible before the end of the year.

The Government accepted only minor changes, making clear that the key reforms will go ahead. Housing Minister Matthew Pennycook confirmed that periodic tenancies will be introduced in a single stage, potentially within three months of Royal Assent. This will apply across the board: all existing tenancy agreements will convert, and all new tenancies will be created under the new framework.

Although the main direction of reform is now settled, questions remain. The treatment of student lets, the impact on rental supply, and how enforcement will work in practice are all still under discussion.
